Methodology regarding the prevention and elimination of school segregation of Roma children

– from theory to practice –

School segregation represents a form of discrimination with profound consequences over the educational evolution of children of Roma ethnicity.

Even though, currently, the Romanian Ministry of Education and Research holds two issued documents – Order 1540/2007 forbidding the school segregation of Roma children; and the school segregation Methodology for the Pre-university Education of 2019 – segregation still persists. Moreover, it is fuelled by the Romanian educational system. One of the reasons as to why segregation is not yet “history” is precisely the fact that Romania does not have an applicable framework of the methodology for the two orders issued by the Ministry of Education.

The teachers, the schools and the whole system lack both guidance and support in order to implement these orders.

Lacking clear instructions, the objectives cannot be attained; and the poverty, segregation and ethnical discrimination continue to affect the destinies of children of interethnic communities.
